Introduction:
Financing in Health Care, is to talk about the
welfare for health which includes topic related to
our profession fields, like health insurance system
and drug payment system. Through out the symposium,
the organizing committee would like to open a global
view for our delegation, pharmacy students or other
fields of health care providers about financing in
health care.

Program Description & Outline:
Section 1--Overview of Financing in Health Care
The speaker will introduce the different models in
health financing. The overview of models including
social insurance, controlled market insurance,
private insurance free market and HMO’s, and health
insurance.
Section 2--
Health Insurance Systems
From an administrative perspective, health insurance
system is a common way to provide the health care
expenditure which is managed by the government and
large health maintenance organizations (HMOs).
Section 3--
Drug Payment Systems
In health insurance system, the government plays an
important role in drug payment systems. The
governments decide the payment of drug. As a
pharmacist, we should know more about the
governments’ point of view in drug payments.

Section 4--
Patient Co-payment of Drugs
The patient co-payment of drugs emphasizes on the
patients’ role in co-payment of drugs. For example,
the reference-price is one of patient co-payments in
drugs. For now, reference price is commonly used in
most European countries, and also in Canada.
Co-payment can reduce patients’ pressure in drug
payments.
Section 5--
Roles for Pharmacists in the Healthcare Model
According to previous sections, we need to redefine
the roles of pharmacists and rethink about what
pharmacists can do.
Workshops
1. Workshop will be held in the same room after the
speech finished. The participants will be divided
into several groups to discuss.
2. To link up with the lecture, every speaker will
not only lecturing but also design the workshop for
his section and in charge and take part in group
discussion.
3. Some members will be invited to make a summary
about their group-discussion around 5~10 min before
the workshop ends.
